Job Summary

Manage leadership, development, administration, and implementation of risk management through the Security and Safety branch and Transportation Services branch. This includes 365 – 24/7 operations on the Bethel University campus, residential and office facilities in Saint Paul.


  • Plan, develop, coordinate, and execute programs for operational risk pertaining to security, safety, transportation and insurance. This includes but is not limited to: emergency response and management, , physical security of campus, crime awareness and prevention, workplace safety, and regulatory compliance.
  • Analyze and manage potential exposure to loss, including inspection of properties, accident investigation, recommendations to conserve human, financial and physical assets by loss prevention and hazard control on University properties.
  • Maintain knowledge of current safety legislation and advise departments on code requirements pertaining to safety, health and environmental protection to include ADA, International Building Codes, OSHA, EPA, NFPA and Chemical Hygiene. 
  • Develop capital and annual budget requests. Conduct annual insurance carrier and broker renewals, requests for proposals and bidding for insurance lines, review, adjust, coordinate and process insurance claims, tracking losses and loss costs for general liability. Partner with Human Resources on Workers Compensation claims. 
  • Prepare, review, and provide on-going management of annual operating budget for contracted service costs, supplies expenses, equipment maintenance, vehicle maintenance & replacement. 
  • Ensure preparation and reporting of Federal data and information requirements. Recommend and coordinate administrative policies and procedures as well as department training to enhance environmental, safety, health-related and strategic objectives. 
  • Responsible for the development and administration of a comprehensive shuttle transportation program. 
  • Manage and/or serve on campus committees, such as the Student Health and Insurance Committee. Process certificate of insurance requests for University Departments. Manage waivers and indemnity agreements, advising departments on their required content and appropriate application. 
  • Assist University Controller with forecasting, recommending, and managing department budgets related to insurance and claims; conduct risk financing related recordkeeping. 
  • Represent University in related association and/or organizational meetings. 
  • Develop and oversee the implementation and review of the University’s risk management policies and procedures. 

Required Skills

  • Ability to communicate effectively both orally and in writing is essential; must be able to interact effectively with a wide variety of individuals including faculty, staff, students, contractors and vendors. Must possess strong organizational skills and be capable of working independently and as a team member in many different situations.
  • CPR/first aid experience required with “First Responder” training highly desirable.
  • Competence in the use of office technology including word processing, spreadsheets, databases and presentation graphics applications is required.
  • Experience with Microsoft Office, Adobe Acrobat, and project related software strongly preferred.
  • Should have a working history which includes supervisory experience with an emphasis on team building with varied trade skills and experience levels.
  • Successful experience in capital project management and project budget analysis is preferred in addition to responsibility for developing and tracking large annual operating maintenance budgets.

Required Experience

Five plus years successful experience in related fields. Prefer experience that includes demonstrated effective oversight of shift operations, commercial property security, risk management and safety operations.

Required Education

An undergraduate degree (BA /BS), equivalent applicable vocational course work, or equivalency in work experience is required. A master’s degree in business, insurance or related field is preferred.

Additional Information

  • This is a 1.00 FTE, 12 month position.
  • Complies with environmental health and safety requirements and procedures as outlined in University and State policies and directives.
  • This position is considered essential personnel and must be available outside of normal work hours if needed to support emergency response, contingency operations or support of special events during evening and week-end assignments. 
  • Works outside normal business hours as necessary to complete essential functions
